I have the honour to acknowledge Your Excel- -lency's letter of the 23rd. instant, informing me that Mr. C. D. Melbourne is to devote his afternoons to the Registry of the Supreme Court on the transfer of Mr. J. H. Kemp to the Magistracy on the 8th. proximo.

I much regret that no other arrangement has been found possible in the circumstances, as I think, as I have already informed Your Excellency, that the Registry should always have its full complement of officers. As it is, my clerk has to do the work of a Deputy Registrar, by attending the sittings of the Court, the result of which is that I am de- -prived of his services during this time, and an often put to much inconvenience.

I take this opportunity of referring to the question of the Registrar's position, which has already formed the subject of correspondence.

Being somewhat in doubt as to whether Mr. --- Melbourne was fully competent to perform some of the duties of Deputy Registrar - such as taxing bills of costs, I wrote a minute to the Registrar on the subject. Copy of this minute and his reply are enclosed. Your Excellency will see that the minute is answered in the ordinary way, without any of the protests which have recently been made. I think this may help Your Excellency to form an opinion on the question which Mr. Seth has raised. This minute was written in the ordinary course to the Registrar by the chief Justice as his Chief on matters concerning the administration of the Registry Department of the Supreme Court, and as to the right of the Chief Justice to do this I feel confident that Your Excellency will have no
